These Terms of Service (“Terms”) govern your use of Dragon’s websites, apps, and related services (the “Services”). By using the Services, you agree to these Terms.

1) Important Note: Dragon Is Not a Bank

Dragon is a financial technology company and is not a bank. Certain services may be provided by third-party regulated financial institutions (such as partner banks, licensed payment institutions, or card issuers), and may be subject to additional partner terms. Dragon does not provide banking services unless explicitly stated and licensed to do so in your jurisdiction.

2) Eligibility

You must:

  • have the authority to enter into these Terms,
  • use the Services only where legally permitted.


3) Your Account

You agree to:

We may require identity verification (KYC/KYB) and may refuse, suspend, or terminate accounts as permitted by law and these Terms.

To comply with legal obligations (including AML and sanctions laws), we may:

  • verify your identity and information,
  • screen transactions and activity,
  • request additional information or documents,
  • delay, block, or refuse transactions where required or where risk is detected,
  • report certain activity to relevant authorities where legally required.


5) Services, Features and Third Party Providers

Dragon may provide access to:

  • payments, transfers, cards, digital asset-related features, and other tools, depending on availability in your region.

Some features rely on third-party providers and partners. Dragon is not responsible for outages or failures caused by third-party systems outside our reasonable control.

6) Fees

Fees (if any) will be disclosed within the Services, in a fee schedule, or at the time you initiate a transaction. You authorize us to charge applicable fees and taxes. Fee schedules may change with notice where required.

7) Intellectual Property

Dragon and its licensors own the Services, software, and related IP. You receive a limited, revocable, non-transferable license to use the Services for lawful, personal or internal business use, subject to these Terms.

8) Disclaimer

THE SERVICES ARE PROVIDED “AS IS” AND “AS AVAILABLE.” TO THE MAXIMUM EXTENT PERMITTED BY LAW, DRAGON DISCLAIMS ALL WARRANTIES, INCLUDING IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.

We do not guarantee that the Services will be uninterrupted, error-free, or free from harmful components.

9) Suspension and Termination

We may suspend or terminate your access to the Services (including restricting transactions) if:

  • required by law or partner obligations,
  • we suspect fraud, security issues, or prohibited activity,
  • you violate these Terms,
  • you fail verification requirements.

You may stop using the Services at any time. Certain obligations (fees, compliance recordkeeping, dispute terms) may survive termination.

10) Changes to the Services or Terms

We may update the Services and these Terms. If changes are material, we will provide notice as required by law (e.g., in-app notice). Continued use after the effective date means you accept the updated Terms.
